The Secretary of the Interior ("Secretary"), through the Division of Energy and Mineral Development (DEMD), Office of Trust Services, Bureau of Indian Affairs (BIA), is soliciting grant proposals from Federally recognized Tribal entities for the Tribal Energy Development Capacity (TEDC) grant. The TEDC grant seeks to build Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on Indian land. Grants may fund development of organizational and business structures for energy development, as well as legal and regulatory infrastructure. Certified Local Governments are encouraged to prioritize projects in support of the celebration of America's 250th birthday (America250). This may include, but is not limited to, preservation 2 planning, interpretation, public engagement, and rehabilitation projects that recognize and honor the nation's founding, history, and cultural heritage.New TERA Pathways Topic Area - As part of this solicitation, applicants may elect to pursue activities aligned with the TERA Pathways Initiative, a strategic capacity building effort focused on supporting Tribal progress toward energy self-determination under the Tribal Energy Resource Agreement (TERA) framework. Critical minerals and materials (CMM) are the building blocks for technologies foundational to U.S. energy dominance, national security, and industrial competitiveness. To build a secure domestic supply of CMMs, the U.S. Department of Energy (DOE) aims to support collaborative industry partnerships to prototype and pilot innovative processing technologies that are currently only proven at the bench scale to address CMM challenges in high impact areas. The CMM Accelerator program will advance these mid-stage innovations through validation, benchmarking, access to national lab test beds, testing in industry relevant environments, technoeconomic analysis, and life-cycle assessment. The program establishes a pipeline to support technology maturation to ultimately unlock private capital investments. It also will leverage other DOE lab-based activities, such as the Critical Materials Innovation Hub (CMI Hub) and the Minerals to Materials Supply Chain Research Facility (METALLIC). Technologies resulting from the program are expected to have a path to domestic commercialization within 3-7 years. This NOFO has 3 Topic Areas, and is further divided into sub-topics for Topic Areas 1 and 3. DE-FOA-0003548: Unleashing Tribal Energy Development Under this Notice of Funding Opportunity (NOFO), the DOE Office of Indian Energy Policy and Programs is soliciting applications to advance affordable, reliable, and secure energy development of Tribal energy resources for the benefit of Tribes and their members. Projects funded under this NOFO are expected to advance Tribal sovereignty through Tribal energy development, efficiency, and use. Projects under Topic Area 1 are expected to serve the electric loads and support the energy needs of Tribes at the scale of a Tribal community or communities. These projects entail the construction of energy assets and projects. Projects under Topic Area 2 are expected to complete all pre-development activities necessary for the deployment of community scale energy projects. Projects under Topic Area 3 are expected to complete necessary pre-development activities for large scale commercial development of Tribal energy resources which lead to enhancement and strengthening of Tribal energy and economic infrastructure. DOE expects to make approximately $50 million of federal funding available for new awards under this NOFO. DOE may issue awards in one, multiple, or none of the Topic Areas. The opportunity for the Federal Aviation Administration (FAA) Center of Excellence for Alternative Jet Fuel and Environment (AJFE) was awarded in 2013 to the ASCENT cooperative aviation research organization. ASCENT is a coalition of 16 leading US research universities committed to improving the understanding of aviation noise and emissions and the modeling of aviation systems. A. STATEMENT OF OBJECTIVES This Funding Opportunity Announcement (FOA) is to award multiple cooperative agreements to accredited United States (U.S.) two- and four-year colleges and universities (Institutions of Higher Education (IHEs)) to receive and administer scholarship and fellowship funding—provided through the University Nuclear Leadership Program (UNLP) and as administered by the Department of Energy, Office of Nuclear Energy (DOE-NE)—on behalf of selected students attending these U.S. IHEs. The selection of students to receive scholarships and fellowships through the program will occur via a separate DOE-NE process. A.1 BACKGROUND AND OBJECTIVES UNLP works to attract qualified nuclear science and engineering students (NS&E) to nuclear energy professions by providing undergraduate level scholarships and graduate level fellowships. The scholarships and fellowships are focused on two-, four-year, and graduate programs in science and engineering disciplines related to nuclear energy such as nuclear engineering, mechanical engineering, electrical engineering, chemistry, health physics, nuclear materials science, radiochemistry, applied nuclear physics, nuclear policy, radiation protection technology, nuclear power technology, nuclear maintenance technology, nuclear engineering technology, computer science, cybersecurity, nuclear safety, nuclear operations, mechanical and electrical maintenance, and radiation protection. NE’s mission is to advance nuclear energy science and technology to meet U.S. energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, help realize the potential of advanced technology, and leverage the unique role of the government in spurring innovation: • Keep existing U.S. nuclear reactors operating • Deploy new nuclear reactors • Secure and sustain our nuclear fuel cycle • Expand international nuclear energy cooperation Collectively, all NE-sponsored activities support the Department’s priorities to combat the climate crisis, create clean energy jobs with the free and fair chance to join a union and bargain collectively, and promote equity and environmental justice by delivering innovative clean energy technologies for nuclear energy systems.
