Priority goes to projects implementing an already-approved watershed-based plan or TMDL plan; routine maintenance, permit-required activities, and pure habitat/flood-control projects are not eligible. Open only to Illinois local government units (counties, municipalities, sanitary districts, water districts, and similar entities) responsible for wastewater or public water supply facilities — private homeowners and business owners are explicitly ineligible, as are communities with median household income at or above 150% of the state average. Funds planning grants (up to $1 million total across the round, individual awards up to $30,000) to develop a wastewater Project Plan that can later support a Construction Grant application. Applicants must be pre-qualified through the GATA Grantee Portal, registered in SAM.gov, and not on any federal or state debarment/exclusion lists.
